20-member Arunachal team for Sub-Jr Ntl. Football C’ship

ITANAGAR May 09: Arunachal Pradesh Football Association (APFA) has announced a 20-member team for the Sub-Junior National Football Championship-2013 to be held in Kalyani West Bengal from May 14 to 23.

Arunachal has been grouped together with Uttarakhand, Gujrat and Sikkim in Group D. Arunachal will play against Sikkim on May 14 and Uttarakhand on May 16 before taking on Gujarat on May 18, according to an APFA release.

Youth Motivation Camp

ITANAGAR May 09: Vivekananda Kendra Arun Jyoti (VKAJ) conducted an Youth Motivation Camp for the youth age between 18 to 30 years at VKV Chimpu from May 1 to 6.

The camp aimed at giving the future leaders a positive direction and inculcating patriotism cultural value and discipline in them through yoga lecture concentration and memory development games group discussion and career guidance programmes conducted by resources persons.

The camp was inaugurated by Kalyan Dutta, Nagar Pramukh, Vivekananda Kendra Arun Jyoti Itanagar.

The resource persons included, M Mossang, Rinchen Dorjee, Dr. Techi Upen, Tara S Sumnyan Ashok Atale.

The concluding session of the camp was attended by Duyo Tailyang, Bombe Taw, Rigio Yadi and Marta Tajo.

A Drama on Our Culture was also presented by the participants.

BWS reiterates demand to arrest culprit

ITANAGAR, May 09:  Bengia Welfare Society today reiterated its demand for immediate arrest of the prime accused of the Koloriang PR poll related incident which led to dead of one Bengia Tamang on April 25 last.

In a representation submitted to the chief secretary and director general of police, the society claimed that main accused is still absconding since the incident happened. The society also alleged that few senior Congress leaders are giving shelter to the culprit as an active party worker. Further it reiterated its demand to the state election commission for enquiry of double ticket issue. It also stated that concerned officer DEO and RO should be put under suspension till the enquiry is completed.

 

Polling day declared public holiday

Tuglo’s death mourned

ITANAGAR, May 09: The officers and staff of the DDSE office, Ziro Lower Subansiri district have deeply mourned the death of Tarh Tuglo, deputy director of school education, Ziro, who died on Tuesday.  The staff conveyed deep sense of condolence to bereaved family and prayed for eternal peace of departed soul.

Meanwhile, Arunachal Teacher Association (ATA), Apatani Students Union, All Arunachal Sarva Shiksha Abhiyan Teacher Association, Lower Subansiri District Unit, Arunachal Teachers’ Association (ATA), Lower Subansiri district Unit, Arunachal Law Students Union (ALSU) and All Arunachal Pradesh Youth Organization also mourned the death of  DDSE.

Tuglo was a  sincere officer and he was loved by all for his friendly nature, ALSU said in its condolence message.

The Organizations conveyed deep sense of condolence to bereaved family of late Takio  Tuglo, (Tarh Tuglo).

 

Sector magistrates urged to maintain law and order

TEZU May 09: Lohit Deputy Commissioner R K Sharma has requested the Sector Magistrates and Sector Police officers to strictly maintain law and order for peaceful conduct of the ensuing panchayat election in the district.

Addressing the sector magistrates and sectors police in a meeting cum training here today, the DC advised them to be pro active and visit their respective area of responsibility beforehand to complete the task on poll day satisfactorily. The DC briefed the procedural law to the magistrates and sector police officers for maintenance of law and order, peace and tranquility on the day of election and till its process is over.

Superintendent of Police Seju P. Kuruvilla, Deputy SP, Circle Officer of Sunpura, 7 Sector Magistrates, 7 Sector Police officers and OC of Tezu Police Station attended the meeting, according to an official release.

Polling staff cast their votes

ITANAGAR May 09: Two days polling for voters on election duty (VED) in Upper Siang district started at Yingkiong today. Polling teams will start leaving the district headquarters for different places like Tuting Gelling Singa-Likor etc. tomorrow and Mariyang, Geku, Jengging, and Katan on May 12, District Election Officer (DEO) informed.

Unlike Assembly and Parliamentary elections there is no Postal Ballot system in the on-going panchayat election, the DEO further informed.

Police personnel deployed in other parts of the state on election duty have also cast their votes for Itanagar Municipal Election at Siddhartha Hall here today.

Voting by Election Duty Certificate (EDC) for persons on election duty was also cast in Anchal Samiti Hall in Roing today.

Meanwhile, Papum Pare Deputy Commissioner and District Election Officer (PR) in a release informed that polling will be held for the officers and officials including poll personnel requisitioned staff, who are engaged in conduct of Panchayati Raj Election in the district will be held from May 11 to 14 at their respective Returning Officer's office during working hours. NESO team meets PM, submits memo

on NE issues

NEW DELHI May 09:  A 10-member NESO team comprising representatives from all the apex student bodies of North East states met Prime Minister Dr. Manmohan Singh in his office Chamber at Parliament today and submitted a memorandum on various important issues affecting the North East region as a whole.

Responding to the memorandum, the Prime Minister said that he will go through the memorandum carefully and will see what could be done from his side.

Responding to another memorandum submitted on the issue relating to dissolution of the DoNER Ministry, the Prime Minister assured the delegation that Ministry of DoNER will not be dissolved.

While urging the Prime Minister not to abolish the DoNER Ministry, NESO urged the PM for re-structuring of the ministry instead of dissolving it. It also demanded for immediate detection and deportation of all illegal migrants from North East.

Later, talking to media persons, NESO leaders said that though they were satisfied with the Prime Minister's response to their demands they would wait for fulfillment of the assurances.

The NESO leaders claimed that the Prime Minister agreed with the view that illegal foreigners should be detected and deported. He also wanted the National Register of Indian Citizens to be updated within a specific time-frame.

However, the Prime Minister strongly favoured the land boundary agreement signed with Bangladesh arguing that the deal would lead to final demarcation of the land boundary between India and Bangladesh.

NESO leaders also demanded that a Parliamentary Panel should be dispatched to the Northeast to take stock of the adverse impact of the Armed Forces Special Powers Act.  NESO also urged the Prime Minister to take up the matter of China issuing stapled visa to the residents of Arunachal Pradesh.

On the demand for removal of Armed Forces Special Powers Act (AFSPA) from the whole of the North East Region, the prime minister diplomatically replied that “everyone wants situation to improve in the North East; but army was there because of the situation”.

NESO in the representation also pressed for revamping and development of educational infrastructure in the North East and to make 'Flood' in the NE states a national problem.

The delegation is likely to meet Rahul Gandhi and BJP leader Sushma Swaraj on Thursday and submit the same representation.

Representatives from Arunachal Pradesh included NESO organizing Secretary Tujum Poyom, Coordinator Pritam Sonam, AAPSU President Kamta Lapung, General Secretary Biru Nasi and Finance Secretary Suraj Tayum.

 

 

Sensitization and advocacy meeting on HIV

ITANAGAR May 09: Arunachal Pradesh State AIDS Control Society (APSACS) organized a one day sensitization and advocacy meeting on HIV main streaming and workplace policy on HIV for the officers and officials of Department of Labour and Employment and the Hydro Power Monitoring at Naharlagun today.

Speaking on the occasion, Commissioner of Labour and Employment Department Ojing Darung stressed on the importance of HIV main streaming in various departments under state government for effective control and management of HIV epidemic. He also appreciated the officers and officials of Labour Department for their willingness to learn and contribute in fighting against HIV in the state.

APSACS Project Director Dr. Dani Duri urged all the participants to co- operate with them in strengthening HIV main streaming in the state.

APSACS Joint Director Dr. Riken Rina highlighted the clinical aspects of HIV and touched upon the core issues of care support and treatment.

Regional Communication Officer from NACO Guwahati office who attended the meeting as one of the resource persons gave a comprehensive PowerPoint presentation on HIV main streaming and highlighted the workplace policy on HIV. He also enlightened the participants on the issues of the rights of employers and employees and the importance of engaging people living with HIV as a part of HIV main streaming.

Dy. Director IEC APSACS Tashor Pali explained the basics on HIV and AIDS and clarified the myths and misconception about HIV transmission and its prevention methods. He also informed the participants about the four stages of AIDS which includes infection, HIV well, HIV ill and AIDS as last stage. Further, he elucidated the various activities undertaken by APSACS in the state and various services being provided in various centres, such as ICTC, PPCTC, STD Clinics ART centres Blood Banks and IEC programming under APSACS.

Forty-five officers and officials including senior officers from labour department and Hydro-Power Monitoring department attended the day-long meeting.

 

 

Apang mourns death of Jomin Tayeng

ITANAGAR, May 09: Former Chief Minister Gegong Apang expressed deep shock and sorrow at the demise of able administrator and Dambuk MLA Jomin Tayeng, who breathed his last after prolonged illness at Guwahati on Tuesday.

In a condolence message Apang said “Bibing Jomin was a god-gifted son with an extra-calibre of academic excellence. He was a torch bearer, pioneer and role model for the present and upcoming generations of our state in the field of education and civil Administration. Because of his hard work, perseverance and dedication to his duties, late Jomin could compete the toughest competitive examination of India in those days of NEFA and came out with flying colours which was a rare achievement.”  Describing late Jomin as a successful and self-made person, former Chief Minister Gegong Apang further said “For us he will remain as friend, philosopher and guide forever.”

After induction into IAS late Jomin served in various capacities in Assam, Meghalaya and Arunachal Pradesh maintaining a high degree of integrity. After normal superannuation from  his service, he utilized his vast administrative acumen and rich experience to contribute with all his capacity for socio-economic development of the people of the state.

Conveying deepest sympathy and heartfelt condolence to the  bereaved family, Apang said death of Bibing Jomin is not only an irreparable loss to the bereaved family but also the entire people of the state and the North East as a whole. The vacuum created after the death of Bibing will never be filled in and we always cherish his fond memories, the message read.

Apang prays to  to Donyi Polo  to give enough moral strength to bereaved family to bear the irreparable loss and to keep the departed soul in eternal peace in heavenly abode.

 

 

Condolences for Tayeng pour in

ITANAGAR May 09: Condolence messages have kept pouring in from various quarters of the society to mourn the death of Dambuk MLA Jomin Tayeng who breathed his last on May 7.

The officers and staff of Arunachal Pradesh Legislative Assembly today deeply mourned the death of Tayeng.

“Tayeng was a leader with a difference, who had always been committed to the people's cause, said legislative Assembly Secretary in a condolence message.

“With his death we have lost a path-breaker who made history by becoming the first IAS officer and pious man who had always upheld social value and indigenous faith Donyi-Poloism till his last days, Indigenous Faith and Cultural Society of Arunachal Pradesh  (IFCSAP) said in its condolence message.

“May Almighty rest his departed soul in peace and give courage and strength to the family members to overcome the situation”.

“Apart from an able administrator Tayeng was a social activist and a visionary politician, who will remain a source of inspiration to the younger generations of the state.  The vacuum created by his death in the state cannot be filled up easily,” Nyishi Elite Society (NES)’s condolence message to Late Tayeng’s  wife Gum Pertin Tayeng said.

May almighty rest his soul in peace and give strength to the bereaved family to bear the irreparable loss, NES prayed.

The members of Adi Bane Kebang Lower Dibang Valley District unit also mourned the sudden demise of Tayeng and prayed for eternal peace of the departed soul.

“With his death we have lost a pioneer and a living inspiration,” said Mibom Pertin, President of ABK district unit in a condolence meeting at Meka today.

The members also recalled his immense contributions towards socio-economic and literary development of the Adi community in particular and the state as a whole.

Several organizations, including Arunachal Charity Home (ACH) Pasighat, Tayeng Welfare Society and Ramle Banggo  Adi People's Forum (RBAPF) have deeply condoled for untimely demise of Tayeng and prayed to almighty for eternal peace of his soul.

Informing that an ambulance was donated to ACH by Tayeng, its chairman Jobang Modi said he was a well wisher of our 'Home' and his contribution to our society will be remembered for ever.

Upper Siang  Deputy Commissioner Liyon Barong, ADC Rajesh Panyang, DIPRO Onyok Pertin and Adi Students’ Union Shillong also condoled the death of Tayeng.

Arunachal Pradesh Civil Service Officers Association (APCSOA) today deeply mourned the demise of Dambuk MLA Jomin Tayeng.

APCSOA in its condolence message to bereaved family said that late Tayeng will be fondly remembered as great administrator and capable leader.

The Association further stated that he was source of inspiration for all APCS fraternity especially his determination and contribution to the growth and development of Arunachal and its initial stage. He will also be remembered as man of action and less words.  The Association prayed Almighty god for eternal peace of departed soul.

Meanwhile joining the state mourning All Arunachal Pradesh Youth Organization (AAPYO) expressed deep shock at the demise of late Jomin Tayeng. Organization observed two minutes silence for eternal peace of late Tayeng.

Arunachal Law Students Union (ALSU) also  deeply mourned the death of first LLB of the state   and Dambuk MLA Jomin Tayeng.

 

 

APIC directive not favours appellant: fresh appeal submitted

PASIGHAT May 09: The Arunachal Pradesh Information Commission (APIC) which was facing massive public criticism for keeping a lot of appeal cases on abeyance is now allegedly failed to deliver justice to the appellants concerned.

Allegation has claimed that the APIC is failing to deliver justice to the appellants concerned, who are raising question over independent functioning of the commission in order to make the Public Authorities compel to furnish information under the provisions of Right to Information RTI Act 2005.

The sufferers alleged that the public authorities taking advantage of leniency of Chief Information Commissioner of APIC is accustomed to deny any official information. The PIOs in the department are quite reluctant to furnish any information under the provisions of RTI Act as they are not afraid of the penalty for any violation, they alleged.

Substantial information has revealed that the APIC taking up its appeal case No 15 2013 Barot Pertin-Vs Deputy Director of School Education DDSE in East Siang district directed the appellant petitioner to submit fresh petition to the appropriate authority i.e. principal of the school for having education related information. The commission in its order passed on April 8, 2013 also instructed the PIO cum DDSE to allow the petitioner for inspection of the documents in terms section 6 (9) of RTI Act, 2005.

It is worth mentioning that the petitioner earlier sought information from the DDSE about enrollment of students’ financial grants of a Govt Higher Secondary School at Pasighat. But the DDSE denied it and said him that the information was not pertaining to his office. The petitioner later proceeded on appeal before the competent authorities for justice.

The APIC order further stated that the documents pertaining to the information sought by the petitioner was voluminous containing a period of 10 years which is not possible for the school authority to create duplicate copy for furnishing.

But appellant Pertin is quite discontent over the APIC order; felt that the judgment was not favouring him. He has now submitted another appeal petition to Chief Commissioner and pleaded him to pass order for furnishing the required information through electronic medium such as Pen-drive, Compact-disc or floppy etc - cheapest mean - instead of inspection of the documents.

 

 

District infrastructure gap assessment report meeting held

KHONSA May 09: The district infrastructure gap assessment report meeting pertaining to Tirap district was held at the Deputy Commissioner's conference hall here today in which all the heads of developmental departments attended.

Addressing the participants, Tirap Deputy Commissioner and Ex-Officio Chairman of various flagship programmes Dr Sachin Shinde told that the district administration must be apprised of all the proposals for new schemes undertaken by them for effective monitoring and to avoid duplicity. Shinde said that there should be a proper and well-oiled working co-ordination between the various executing agencies for the success of the schemes and also for timely completion of the schemes.

He observed that many schemes were prepared without the knowledge of the district planning authority thereby making it difficult to monitor. Shinde said that there should be absolutely no compromising on the quality of work while creating infrastructure and that the schemes should be beneficial to the targeted people. He further said that those specific proposals that have been left out should be submitted at the earliest.

All the heads of developmental departments like PWD, RWD Power Urban Development, Agriculture, Education and WRD etc explained the new schemes they had proposed through power-point presentation. Vitamin D deficiency

Though there is no shortage of sunshine in the country, 80 per cent of healthy Indians suffer from deficiency of Vitamin D. Sunlight is the richest source of the vitamin, a pro-hormone substance that influences the expression of more than 200 genes in the human body.

Nearly every human tissue from the brain to heart, skin, kidney and pancreas has receptors for this vital element and its deficiency is, therefore, bound to cause serious functional abnormalities of several organs.

Vitamin D deficiency is fast becoming a national health concern. The bigger concern is that most Indians aren't even aware of the problem and its consequences.

Leading diabetologists, Dr Banshi Saboo, founder of Diabetes Foundation of India, said, "Earlier, vitamin D was thought to be responsible for maintaining calcium homeostasis to prevent osteoporosis and maintain bone health. But, in the past decade, research has established the strong association of vitamin D deficiency in conditions like diabetes, immunity, asthma, TB, high blood pressure and neuro-muscular function.”

As the mother is the sole source of vitamin D substrate for her developing foetus, the level of vitamin D is very important during pregnancy. Maternal deficiency of vitamin D is linked with abnormal foetal growth and gestational diabetes.

An open letter

Dear Editor,

This is an open letter to East Siang District administration. In the current scenario we have witnessed some good works from ABK (Women Wing) and also the improvement of road connectivity by reparing NH-52. I would like to applaud the ABK (Women Wing) for their tirelessly effort to spread awareness against narcotics and also for shutting down those shops selling illegal liquors.

But I would like to draw the attention towards alarming increase in accident case in the district. No doubt, accident mostly happens due to rash and drunk driving but it also take place due to the presence of cattle’s loitering around the roads and highways. Many a times these stray animal cause serious accidents leading to even loss of lives.    So, I would like to request East Siang District administration to take some step to prevent the cattle from roaming around in highways and in township areas.

Wrongly deleted voter

Dear Editor,

It is shocking to find that there has been mass deletion of the bonafide voters from the electoral Roll of 13/9 Yogong Anchal Samity without any reason. On the contrary, there is mass illegal or double entry of same persons in different segment in the electoral list which clearly reveals vested interest of some persons. These deprived voters had no ground for disqualification or deletion as they are neither the new entries nor migrated or enrolled in any other constituencies. They have been already exercising their voting rights in the previous Panchayat, parliamentary and Legislative Assembly elections. As such even there is no question of putting them up for claim and objection process. More over the latest electoral roll was not made available to the voters until the evening of 19th April, 2013. This act is purely done with a mala-fide intention which deprives the right of innocent voters laid down in Art.326 of Indian Constitution. This is total insult to the person and complete violation of franchise right given by the constitution. Thus the person involved in such discriminatory act deserves an exemplary punishment in the eye of the law.

Therefore, we earnestly appeal to the authorities concerned to look in to the matter at the earliest to give back the franchise right of the voters to exercise their rights on the polling day of the Panchayat election and also to find out the person responsible for illegal mass deletion and illegal double entries for smooth conduct of the election.
